I write 4-page proposals for enterprise clients and they prefer them. "One page" is solo-freelance advice masquerading as universal.
One page proposals for under $5k. Multi-page proposals when there's actually scope to negotiate. Both rules are true at different price points.
Nobody is reading the SOW until something goes wrong. Then everyone reads it. Write it for the dispute.
Got the contract last week with a one-page proposal. Lost the deal before that with a 12-page proposal. Same scope. Same client type.
